Jorge Esteves has been Director of Infrastructure and Networks at the Energy Services Regulatory Authority (ERSE) since 2004, with responsibilities in the electricity, natural gas and electric mobility sectors.

He obtained his Bachelor's, Master's and Doctorate degrees in Electrotechnical and Computer Engineering from the Instituto Superior Técnico of the University of Lisbon, respectively, in 1983, 1986 and 1992.

From 1983 to 2004, he developed a university teaching career at Instituto Superior Técnico and, from 2004, as Coordinating Professor at Instituto Superior de Engenharia in Lisbon.

On behalf of ERSE, he collaborates in several working groups of CEER (Council of European Energy Regulators) and ACER (Agency for the Cooperation of Energy Regulators).

He was coordinator of the CEER working group on quality of service in the electricity sector, from 2006 to 2009.

He is the author of more than 70 articles published in books, magazines and national and international conference proceedings in the fields of electrical engineering and energy.
